I believe in every one of them, the potential and strength to do exactly that.

Of the Legate, he spoke to me of his fear, not for himself, but for those people to which he owes his support, those that with the great actions of state, he serves. Of his dream, it was of Ephia's Well made in the image of the Golden Age. A place of prosperity, and opportunity for all men. A place of protection, where the walls are strong and its people have warm beds and security. A place of learning, where the great minds of the desert speak of philosophy, and progress. A place of opportunity, where the vagrant, the beggar, and the merchant, all may allay their fears, and think only of their dreams.

To be a Legate is to dream of the future, to dream of what may come to be, for your people. Simple dreams no longer come to you, in sleep; they are dreams instead, of progress. B'aara delights in the good charitable works of men such as Legate Moretti who, despite being a man not from these shores, has grown to love its people as they may have grown in turn to love him; many have told me that he has looked to feed, and cloth the helpless. We must applaud this, no matter the League. To be a Legate, is to further the designs of His Sublimity.

And Legate Moretti plays his part.

They have not renovated the abandoned building they have taken up in. They have not raised up new walls. They have not laid pipes for plumbing, or started fountains for drinking.

They have inhabited a structure, with little more than a dream of doing good. They have done all they can with it. They have spared just one Recluta and one Acolyte to staff it, and cannot give much more, because the amassed force of the Banda Rossa's soldiers fight, burn, and die in the Scalding right now, as we speak.

And what's more, just minutes ago, a goblin rogue grazed my side with an arrow, very narrowly missing that heart! Hrm! A deadly place, this city that I've come to. Goblins hide within your abandoned homes, and I was told it was free real estate. Much already needs to be done to clean up what we already have, and some of you fret over homes not built yet!
