Title: Relic Guardian can cast spells they don't have access too

This bug was an issue when nwn-ee first came out. I suspect it is the same one!
But clerics with relics that allow spells up to the third level can cast fourth level spells without any trouble.

Is this still an issue after the last reset?

This is fixed since this reset.
