I don't know whether this is intentional, but after level 6 the quests with loot tables that contain baublium are mostly locked off to you. This makes it very difficult to find baublium to contribute to the reserves, resulting in the baublium crisis.
Presuming this is not intended, I would suggest baublium be added to the loot tables of higher-level quests or new quests be added in the Dunwarren locale so that the now high-level majority of PCs can still help to contribute.
Howland has said that the 'Baublium crisis' is a bug. While at some point in the future there may be a real problem, for now it's just a flaw in the system.
