Title: "Relic" turn in system in the House of Knowledge appears to be broken

A PC found an item we are pretty sure is a relic, it is marked as one.  However the NPC gives no response to acknowledge it.  Could it be broken?

Also when you initially dialogue with it for the first time it says "First convo.  Main library npc".

I hate conversations. Will fix it when I get the time.
