I noticed that after suffering massive move-penalties while in Deep Shark form that didn't go away, I switched to Moray Eel form and could continue swimming unabated regardless of server saves or re-applied shifting. I don't know what big difference between these forms is other than Fast Movement, but I suggest that whatever it is gets applied to the Shark Form.
