DR spells are stopping the damage you're suppose to take.
Actually, this seems entirely reasonable. DR 5/+1 means that a non-magical needle won't penetrate the skin. If you're extracting blood, it should be in a setting where you control the details, have a participant who is willing to lower their defenses, or have subdued and can then dispel/remove the offending garment.
But... you're still able to withdraw blood. You just don't take damage for it if you have any DR. Figured the damage was due to loss of blood, not from the needle going in.
Also have it make a DC10 Heal check if you fail you get the wounded status which makes you lose 1hp every few moments unless you heal

A weak arrow shot can cause 1 damage.
I can have my blood drawn all day long, but if you shoot me I'll cry like a little girl.
Or maybe you can just not waste the developers time with such trivial bull crap?
Or, on the contrary, you could not be rude to a player making a legitimate (if minor) suggestion!

Let me be the first to tell you that having your blood drawn all day long is NOT something you'd enjoy :P
On topic tho, I agree with your point BoM... A simple bloodwithdrawal causes next to no pain nor real effect... I am semi-agreeable to the healroll vs "fuckup and wound yourself".. But you need to be pretty damn clumsy not to be able to stab yourself with a needle when a drugaddict can do it multiple times a day in various degrees of intoxication.

Copied from the Monster Manual, or SRD special abilities list if that is an easier reference. I don't find it -too- hard to fathom, personally, that a character with damage reduction would have their wounds heal instantly from a minor little needle prick. It's pretty noticeable magic and very minor impact upon the body.
1: You're not using a modern hypodermic, you're using a primitive brass contraption that's going to cause a lot more trauma.
2: it means that if you want to keep drawing blood for alchemy you have to heal, and can't treat your PC like a 4-pint bottle of free reagents.
