It would be available only to characters who have earned it in game of course, through serving or researching the mist.
It seems a bit odd to see them with other themes when the mist is their interest.
Some characteristics they'd have are that Withering stops around them and that they use confusion-type abilities. There might even be a non-combatant type of mist that can relieve the withering a little bit.
Not going to happen aside MAYBE for NPC usage. The Mist is very hard to understand, and having a theme seems to de-mystify (pun intended) the process.
Doesn't necesarily de-mystifies it IMO, summoning mist monsters or lesser mist monsters doesn't make it any less misterious, if my opinion counts.
And some PCs, say Neerix, or the long gone phariom would have earned it, i fo remember phariom learned the truth about the mist.
