Title: Perks: Scout and Shadow

The problem is, is that I am unable to select the scout or Shadow Perk as a Ranger for some odd reason, despite both being logical choices for one.  Is this intentional or a bug?

Those are Rogue perks which serve as additional class-abilities; those are completely separate from the normal universal perks list. (which rogues also get at level 5, in additional to the rogue perks at 5 and 8 )

Because they are pure rogue perks.

Odd... It doesn't say that on the perks page, so that might be something to look into.
 
 
 
 
Also, I would like to state that Scout should probably be pure ranger instead of pure rogue, but what do I know.

High AE does the same thing scout does, and rangers have spells that give +10 hide and +8 ms. The rogue perks was to fix rogues being bad at stealth, and giving incentive to not multiclass them.
