Title: Conclave Warding

The Conclave is supposed to be warded by a rota of duty mages casting Ward Area, but it's possible to teleport from the Conclave. If this is not by design, or you can teleport in, can this be fixed?

The conclave isnt warded at all it seems, as I have seen plenty of scrying and such on people inside.

It's a fairly recent upgrade.
