I have an Eldreth Veluuthra concept spinning in my head and I intend to go with it after my current PC dies.

Eldreth Veluuthra don't have divine patronage, so I'm not sure they'd have many Blackguards. (I was personally under the impression they mistakenly consider themselves faithful servants of the Seldarine.) I guess it works well enough, though! But yes, if my PC dies anytime soon, I'll PM you. This sounds exciting. I hope not quite yet, though.
Blackguards don't get their powers from divine means really.
Blackguards are made from corrupt deals with demons/devils and other evil aligned outsiders. just so you are aware of that.
They can EQ, but it can be given by any OUTSIDER which I am fairly sure gods are considered outsiders.

Yes: Blackguards have to make contact with an evil-aligned outsider, as per the PrC prerequisite. This can be either a powerful fiend acting on its own/in service to a greater fiend, or servant of a deity. The most famous Blackguard in the Realms, Scyllua Darkhope, gets her powers from Bane after all.
And due to the nature of the Eldreth Veluuthra and their beliefs, I reckon they'd usually be reluctant to strike deals with evil outsiders let alone evil deities, because they're very much about the purity of elven culture. This includes the supremacy of the elven pantheon that, ironically, renounces the organization. As opposed to the Daemonfey who're hell-bent on dominating the other elves, EV see themselves as protectors of the elven people against humans.
But I don't want to take this off-topic, it was just a thought. I'm of the school that everything is possible if you can justify it. And I'm very interested in the concept of elven supremacy, so I'm in with or without demons and Blackguards if you're still alive/taking members when my current PC is done.

The Eldreth Veluuthra are run by a half-demon half elf Fey'ri. (Though I believe that's fairly kept secret).
They've recently been getting spells from Lolth and otherwise due to the vehemence in which Corellon has taken to hating them. They welcome priests of Vhaeraun and otherwise, and do not hold any hatred for the Drow because they are not humans!
Most importantly the membership is mostly young, angry, Sun Elf who are swayed to the idea of rebuilding the glorious elven empire since most Sun Elf are brought up in staunchly anti human families in predominately human areas.
EV is pretty awesome, though I would imagine are quite a challenge to do in EFU from the PC angle.
Oh, that's all new to me. I've only read Champions of Ruin. According to it:
- they worship the Seldarine and have no divine casters (except druids and rangers, but that's a mistake because you really need a god in FR)
- one EV cell in Ardeep specifically stalks Eilistraeens, the Cormanthor cell is in conflict with the "hated" Vhaes of Jaelre
- The High Forest operatives kept a watch on Hellgate Keep and some leader got killed by the deamonfey
- the leading Council is comprised of a wild elf barbarian, moon elf rogue/assassin, sun elf baelnorn, sun elf enchanter/rogue and a moon elf werewolf. No mention of any Fey'ri/daemonfey.
- in the recruiting section, it's said that only true elves need apply: drow and half-elves are not accepted.
- while sun elves are traditionally a majority, wild elves have recently increased in number
But yes, it's also said that some (though a small minority) have recently spoken in favor of ending the war with drow.
My information is obviously outdated, though. What's a better source to look them up? I guess you can PM me, too, if you'd rather not post here.

Concept for the Eldreth Veluuthra
“Ours is the most ancient and civilized people of Faerun. High Magic, elven lore, power, strength, grace, beauty, all of this was given to us by our gods, The Seldarine. Yet, our race is on the retreat.”
“The unceasing expansion of human dominion presses us back against the wall. It leaves us with barely any room to breath. The Solution? Extermination.”
The House of Nailo is an ancient, though minor house from Evermeet mostly compromised of sun elves and their servants (Moon elves, wild, wood) and has a known history amongst the citizenry of being an archconservative, and even praised the House of Starym in Cormanthyr when they led a rebellion against the ruler for his friendly policies toward humans.
Exiled for Crimes against humanity (literally, human kind) The Ar’Tel’quessier house, and all their servants, relatives, and members who did not abandon their charismatic leader, Tayeran Nailo, come to ymph by the Request of Eldreth Veluuthra.
The House consists of mostly elves, but any race, but half elves, humans, and half orcs are allowed. Any class but Barbarian is as well. Wizards are encouraged to look into Transmutation, Necromancy, and Conjuration as their school of choice. We’re going to be heavily delving into each of this later on.
Each of your characters will –require an application-. You are affiliated with an agent of Eldreth Veluuthra, and this requires a starting application.
Not to scare you, but this might be a very short concept, or a long, drawn out one with loads of conflict and plotting. I will PM each of the interested with details.
WE WILL NOT, Invis Gank people in the wilds. We Will not Randomly murder humans we come across. We will develop conflict with the seasoned professional of a general damn't.
Besides, random ganks aren't fun.

It's pretty absurd to force yourself into playing a faction rather than a character. Sure, these guys may be pretty concerned with protecting big picture elven integrity, but I don't think it would be an enormous stretch for an especially ambitious or bitter elf to consider cutting deals with the sort of outsiders necessary to become a blackguard. As long as you're creative with your targets, I have a feeling that some generally unpleasant demon or devil would be pretty comfortable using your PCs to eradicate a rival (to the point of potentially letting you cast bull's one a day?).
