Frankly, this is just wrong. They have an LA of +1 and Sun Elves get pretty much the same bonuses and they aren't even penalized.
I'd suggest removing the LA on them, or adding -10 Fire Resistance. It simply makes more sense.

The Fire Genasi is the weakest Genasi race. And it's favored class is -fighter- despite it gives -no- fighter bonuses.
Air Genasi get immunity to all cloud spells. They and Water Genasi can breath underwater
Earth Genasi are hard hitters, period.
What do Fire Genasi get? A minor bonus on fire save. Wild dwarves get -5 fire resistance as a race. Something here is clearly wrong.

Heh, Tieflings get better fire defence than they do, and more stat and skill bonuses for LA1.
I'd say Favoured Class Wizard, 5/- Fire Resist, Combust(3) 1/day, Burning Hands (2) 3/day. Makes their INT bonus more useful, lets them really play with fire and worth LA 1.
I'd go and say....Immunity to Burning Hands and COmbust, and -5 fire resistence. As well as immunity to any fire spells below the 2nd circle.
tbh, Aasimar and Tieflings (same LA) get 5 DR to three different elements and better stat bonuses. In my opinion, all four Genasi are madly underpowered in comparison to almost every other LA 1 subrace. They get an extra feat and an extra skill point set but that still doesn't put them anywhere on par with Aasimar, Tiefling, Duergar Hobgoblin or Gnoll.
At least 5 DR vs. fire should be considered.

Great thoughts, but I do have to disagree with Porky. Immunity to Cloud spells and ability to breathe underwater are two enormous advantages. Done right, they could make your PC virtually unkillable by any PC, and any that tried could be quite easily defeated with a few simple tricks.
Fix Fire, don't worry about the others.
Fire resistance of at least 10, Wizard class (Who is more arrogant than wizards?), A spell like ability 1/day, weakness to cold equal to fire resistance.
Maybe also the ability to make campfires without oil. Since, y'know, they know their fire business.
Fire is the element of creation, but aslo destruction and passion. Fire genasi should be the most powerful of Genasi, and the rarest too.
+2 INT is perfect, but i would change the -2 CHA to +2. And favored class wizard/sorcerer (Wizard representing creation, intelligence, Sorcerer representing passion, and both as potentialy destructive)
No penalties. IMO. DR fire something like 10-25% inmunity, flame weapon forced to ALWAYS be fire.
Favored alignment... any non-good, non-lawfull IMO.

The way I understood it, what makes up for the Fire Genasi sucking mechanically is the fact that you're guaranteed loot for being a total gimp.
+4 int -2 cha 5/- fire. Done!
I support this post, also would like to add this. In P&P, Fire Genasi gets +2 Charisma, -2 Wisdom ... Described as "Fire genasi are have a massive force of personality but not the best sens o judgement." They get the 'fire subtype', which, if I'm not mistaken, can grant you some fire resistance, as well as frost vulnerability.
Ah, wait, I think I'm mistaken, they're +2 int and -2 cha, alright... Well, adding fire resistance (5/- ) would do the job IMO.
I think we should make them permanently combusted so they would die quickly in the start area.
