Outside that, I vote no on werefrog. Way to many free feats and bonuses as it is written. Drow is ECL3, Svirf is ECL3, and don't get half of what this overpowered offering has.

Classes? I don't really see how that comes into play. I've definitely seen a multitude of werecreatures, definitely more than two wolves and altogether at least ten. I'm not sure why to desist in suggesting it because the fact only few might get it, provided it's not overtly taxing.

Drow are LA 2, and Svirfneblin definitely have some pretty awesome stuff, even in comparison to werecreatures. If you compare to the werecreatures currently listed under races for EFU:A, werefrog is comparatively as strong as them, if not somewhat weaker.

I don't really see what's wrong with that! If someone has a suggestable idea for a werewhale and/or werehippo, by all means they have nothing to lose be suggesting it. By doing something no one has ever done, we reach something new, which may or may not be suitably good or bad.
Given the setting's generous helping of the aquatic, I do not see the problem with something more relevant in terms of such or other spoilerish frog relevant areas or people.
Of course, people are free to consider it innately absurd for whatever reason might spark them to do so! :-? :-? :-?
