I have created a fully functional fishing system for use in EfU as regarding an earlier suggestionsn post, its been approved, and is 99 percent ready to go.
What I hope to gain from the playerbase is some general thoughts about what they would like to see in a fishing system. Answers to the following questions are welcome:
Would you like multiple types of bait?
Would you like a skill system in place?
Should the Fishing rods rot away after time?
Should there be a chance of them breaking after time, and possibly after failing a dex check?
Should there be garbage that can be caught as well as fish? (for example a pair of soggy boots)
Should fishing spawn encounters with enemies either from the water, or from land, depending how long PC fishes for?
If you can think of any other questions I may not have considered, please state them also.

No, if they are expensive it will be a pain in the ass, if they are cheap it will just be bothersome, i see no point.

No, same rasons as above

Yes, but not only garbage, also a chance of fishing a good magical item or somethng that could be sold for gold.

Yes, it would also be cool if you could, once in a while fish a large, dangerous thing, such as a shark, that could pull you underwater on a failed STR check, in wich case you would be teleportet to an underwater small area and have to fight the shark. Would make more sence than spawing a flyign shark that can chase you through the land.

Getting better at fishing over time? Makes sense.

Maybe depending on their usage? If it's just sitting in your inventory too long without being used, I could see them rotting. I guess this would answer the next question too.

I'd like failed dex checks to come into play when you're actually fishing. For example, you hook a big one, and if it's stronger than you/your rod, a failed dex check might mean a broken rod.

Yup.

Underwater battles, if anything. I like the idea of getting pulled in, rather than having to steel myself for the possibility of a fight every single time I fish.

Yes, but just putting the basics in game would be a great idea, to let us all start out.

Nah, bait will already cost something.

Maybe for certain low quality rods. Having a better one that doesn't break and costs more money shows the mark of the serious fisherman.

Yes, but nothing of value. Also, there's not much of a point in having inventory items pop up, just an emote of *Successfully reels in the enormous left boot* is sufficient.

Not a bad idea, but may discourage low level fishermen. Might be done just as well as a DM guided thing.

What should the chance/success rate be?
Whatever, but if certain areas were less fruitful after X many attempts in the area, that would be sweet.
I'd put a few unique fish in areas like the Lake of Steam, certain beaches near landmarks that may have an effect on the local fish, the ancient moat of the ziggurat, etc. Magic or not, the rarity of finding them the reward.

How would you feel about an NPC that gave a quest where one type of fish were in demand, and had to be accomplished over a certain period of time?

Absolutely not. Then people would stop fishing for fish and start fishing for that super rare item. This isn't World of Warcraft, that's not a road we want to go down.

What should the chance/success rate be?
Sufficient so that 30 Minutes of fishng would earn good rewards, better rewards in the right areas. I've already spent too much of my life fishing lobsters at runescape. I don't want to loose another 3 months of my life.

Absolutely, will encourage people to explore. Also diferent areas should have a different succes rates.

I'd say, something like rat meat selling quest. A place were you could sell your fishes for gold and a small sum of XP. Better fishes = more gold.
Regarding the 1/1000 chance of getting something really powerfull:
I don't want to see players spending their time fishing rather than questing. Also earning a powerfull items should be done by fighting, not sitting arround, fishing. I'd love to see a DM spontaneously making a PC fish something intresting, better even if it's an item somehow related to a DM plot.
Fishing copper rings or other stuff, wich would be mostly worthless, is fine. But no super item fishes in a 1/1000 chance please.

No, anyone can pick up a fishing rod and catch a ten pounder it just takes patience.

Yes, this would represent your spool of line.
Suggestion for Rod Rotting.
What about a low chance of getting your line caught? This would be something that represents a true annoyance IRL and IG that wastes fishing line and make you take a minute or two to retie your line. This would make a way of limiting how much you can catch on one rod without any specific set time. Posible sell spools of line so people can replinish the line. Mabye represent how much line is left with a charge counter on the rod itself.
Chance of the rod breaking.
No, the rods them selves are extreamly durable and will only break if you try to hit someone with it or treat it carelessly.
Garbage caught.
Yes but the chance should be rather low since you would have to be dragging your line along the bottem to catch most things like this.
Enemies spawn.
Yes, but make it based on the area you are fishing in and nothing that someone can't handle alone.
Other suggestions.
On catching some fish make a Reflex save to avoid a small amount of damage. Some fish do have spines that will get you if you are careless and some fish do bite if you get to close to their mouth.
