I have noticed the lack of quests away from the ziggurat so my point is: More quests in the gobsquat and out of ziggurat territory.
As I have seen in the past, some quests are very difficult and don't make sense if your a race like drow, theifling, and other kill on sight races.
If your a drow or theifling you wouldn't help a miller find her daughter but rather kill the daughter though. Searching for children for a kobold is like hunting for children to eat. it just doesn't make any sense.
I know that it would be hard scripting and programming for DMs but I really think it is beneficial for the players who play an kill on sight subrace and would make more sense.
There are plenty of quests you can do if you are an outcast of the Ziggurat.
There aren't many -GOOD- quests, either, in most cases. They're all either selfish (for gold / looting a place), serving something ambiguously (killing goblins for gold, killing orcs for the colony), or just for shits 'n' giggles!
Very few Quests are Good or Evil, and it should be kept that way. Good characters don't need their own quests, neither do evil. They can all do the same quests for different motivation.
Well, I meant that we need more quest outside the ziggurat territory. Almost three quarters of the server's quests (not counting in the Underdark that is left) are in the ziggurat so if the mass of quests could also be out of the territory of the ziggurat some of the rebellious people, villainous races, and evil people can have a lesser chance of being destroyed by the colony.
I would like to differ that most of the quests are, in fact, outside of the Colony.

While renegades/monsters don't have access to every quest (nor should they, really), there is certainly no dearth of them. The way the server is set up, playing a monster/outlaw is definitely viable, including the leveling up part! I would say its simply a matter of dedicating some time to exploring.
Playing a character that lives in the wilds and is not well received in the colony I can tell you there are plenty of quests if you know where to look. Though could use some more level 8 cap quests, too many level 7 caps!
What I say is that, there are no lesser level quests outside the ziggurat from what I have noticed.
I believe there are some. 3-7 is a very wide range, and there are quite a few.
I would like to see evil/good quests actually. Someone hiring to intimidate the farmers into paying their "taxes" and having to pass through the guards and farmen or you being hired to asault a bandit camp, resuce someone or something etc. Would add some spice into the game IMO.
Never having quested in the Ziggurat (or indeed in the sun at all), I'd say it's likely there are quests you may not have found yet... it's definitely doable. Challenging and very lonely at times, but there's lots of quests. The biggest problem is finding your allies and friends, and i guess having them in the first place.
Personaly I love far away and hard to get to quests. But the problem with these are that they wont be done often, and therefor it is not worth spending much time on making them. We could however need more 1-4 quests outside the Zig.
The problem is finding them, i can only go exploring with Scribjellydobut and babyblue19 because everyone else wants to do orcs.. always. But then, i ask then here, and if people are gentle they tell me to ask IC of not....
There are more of us out there that would like to do things other than orcs than you think.
But then, most people I see even leaving the city are already on their way to a quest... and then the most of them are doing purple crystals.
I hate to say it, but a certain amount of OOC is necessary. Especially for those of us who live outside the norms of the city. You see someone log in who you know and like to play with? send them a whisper that you would like to RP. Nothing more than that is neccessary. Like so:
IC Char1: Hey, we ought to get together to plan such and such. I often hang around this circle of stones here. Seek me out sometime.
IC Char2: Great, I'll look for you when I have more information.
OOC, Char1 logs in. Char2 Says, hey can we meet in the usual spot?
Char1: Sure, head on over, I'll be there in a few.
Simple as that. That's all you need to do, just a little coordination to let people know you are interested in RPing with them, or exploring. Whatever.
I myself am plenty open to arranging chance encounters in the wilds. If you see me log in, have an interest in playing with me, send me a whisper and maybe something will come of it! I love to explore and love to meet new characters.

I've only met a couple players who are OK with OOC tells to coordinate metteings so that IC you might RP something. The rest won't answer tells as it is "disruptive", of cource i now try to avoid such things but still it is nice when you can OOCly arrange meetings as in the above post.
And there might be more people out there who do so, but because it's actually hard to find a player in the wildeness and i won't go using "tells" at unknown, random people, i'm limited to the ziggurat. All of wich, seems to want to do orcs. Sometimes golbins and if i really insist gnolls.
Yeah. I've heard on more than one occasion from players and DMs alike, setting up meetings through tells is somewhat metagamey.
