*A sealed letter to the Council*

Councilmembers,

I write this letter in an attempt to inform you about certain circumstances concerning a key Dungal Toboerski has in his posession before the matter is brought to your attention by himself.

Dungal Toboerski found a key that leads further into the Bowels part of the ruins of Dunwarren our current methods allow us to reach through conventional methods. He has been informed that the Spellguard require this key in order to further our research concerning the ruins and in turn, bolster Sanctuary's defences. Dungal Toboerski has refused to hand the key over but states that he would allow Spellguard to join him in expeditions into the part of the ruins the key unlocks as, according to him, the Spellguard and Spellguard Associates are unable to protect themselves against the various dangers that reside within.

It is not within Sanctuary's best interest for the Spellguard to be forced to wait until Dungal's apparently busy schedule allows him to 'accompany' us within this place and as such I have continued to inform Dungal that he is to hand the key over to the Spellguard and in turn he may be allowed to join us on the various expeditions we will set upon within the ruins as a result of our posession of the key. Dungal has recently sent me a letter stating that if I refuse his offer concerning the key, he will turn it over to the Council because, and I quote him now:

"The key will be given to the proper authority that oversees this city. The Council. After the election, we encourage you to bring the matter up again....Unless of course you object to me immediately handing it over to the Council, since you do know how long they'll fight and argue about who is best suited to use this item."

His attempts at hampering the Spellguards attempts to gain posession of the key is extremely frustrating, we are not payed to spend our time running after powerhungry self-supposed nobles that think they can handle matters of Security within Sanctuary better than a collection of men that have been specially trained to do so throughout nearly the entire history of Sanctuary.

I would also point out that almost immediately after Dungal and his knights gained posession of the key, a seriously noticable increase in Mage Eater activity has been registered in Sanctuary and it's general surroundings. Also, magic within the Bowels is no longer warded as it was in the past. It is not more than an assumption that this has something to do with the Toboerski expeditions into the further reaches of the Bowels but the tampering within it by men without the extensive knowledge the Spellguard have of the various svirfneblin magic and devices that are in the Bowels can, and will, do us more harm than good.

I have informed Dungal Toboerski that if he continues to ignore my orders, he will be placed under arrest for hampering the duties of the Spellguard as well as refusing direct orders issued in an attempt to further the security of Sanctuary. If the key finds it's way to the Council, make your decision swiftly, as you always do, so we within the Spellguard will be able to continue our duties without further interruptions from men such as Dungal that would utilise the Council towards his own dubious agenda.

I would like to inquire as to wether or not the key Dungal Toboerski had has been turned over to the Council and, if it has, what your intentions on the matter are.

I would also wish to inquire as to the truth of Dungal Toboerski's claims that should he be arrested, it would be concidered a treasonous act by the arresting officer. I include an excerpt from his latest correspondence to myself:

The matter is now before the Council. Any attempt to interfere in this matter by arresting Councilors or their Agents will be considered treasonous behavior and treated appropriately until the Council makes its decision.

Has anyone within the Council made such a statement to Dungal Toboerski and if so, I would like to know the reason behind it. I am not in the habit of allowing criminals to get away with their crimes.

Please feel free to stop by my office for a copy of the key you're looking for. I have several sets lying about my offices, as they're a relatively common find. However, I must ask you stop making up laws and wasting the time of the Council with these ridiculous arguments. I also remind you that there is no law dictating that you can seize private property off of any citizen you wish.

I assume then that the key has been handed to the Council and you have been able to inspect and compare it to the several sets you have lying about your office?
