Urgent Letter to Herald Jafar [DM]

[A sealed letter for Herald Jafar has been delivered to him at his office. It is marked "Urgent".]

Mister Jafar,

As you know a large number of children have recently come into the city. Nearly 300 of them are currently within House Archibald and as I am sure you no doubt know, there will not be enough people who will open their homes up to them all. While the Noble Houses of this city would no doubt love to take in all of the Children, it simply is not possible.

As such, House Toboerski is moving, along side House Archibald to build an orphanage for the children. This orphanage must be large enough for all of the children who are currently here, as well as any children that we may rescue from slavery in the future.

To this end it is urgent that you reply to this letter at your first opportunity. We must know who owns the seemingly vacant looking caves within Upper Sanctuary, as well as any other large buildings within the city.

It is also imperative that you inform us of any individual group with the capability of carving out a large man made housing facility for the children. With this information we may begin working on this project at the soonest possible date.

I offer my humble apologies for not responding to this missive in a more timely fashion. I have been preparing the pending paperwork package for the incoming Councilors and assisting the Office of the Treasurer in their general report on the budget, and this has occupied a great deal of my time.

The caves in question are indeed unoccupied -- I recently completed a search through our archives on this very same topic for another individual interested in using them as a crystal farm. Our records on construction companies are most disorganized, but off the top of my head I can suggest that Councilor Bhast knows of a reliable company which he recently contracted to assist in the construction of the Lift of Peace.

I suggest that you contact Councilor Bhast for another reason, as well. He recently inherited the house of former Spellguard Agent Grezzic Glazon and has expressed an interest in offering it to the Council temporarily as a shelter for the refugees from Lower Sanctuary. As it is already built, and (as I understand it) spacious, it may also serve as an orphanage.
