Madam,

Your ideas are well thought out and impressive. However, I must warn you that putting the mayor in charge of the lower watch would be a mistake. Part of what gives him his power is the delicate balancing act he can play by not involving himself unless absolutely necessary. History has shown that this was his greatest contribution post the Ubel rebellion, where he limited his own power so that it might be used more wisely then if it had to be on a day to day basis.

I would suggest instead that you consider establishing a mirror to the system in place for the upper watch, commisioning a new sheriff to command the troops of this lower watch, all of whom must adhere to enacting the will of the council. It has proven sucessful in upper and I see no reason it should fail in lower.

Separatists will become more and more vocal as the election approaches. Continue to be the voice of reason, even when they try to discredit you for it. You probably do not have my vote, but you have my respect which should be much more coveted anyhow.
