Hello, The question is 'shouldnt hins get a bonus when rolling 1d100*' Cos hins get the lucky feat at creation and because of this its very annoying to see hins rolling 4s and 7s >.<. ppl roll 1d100 to sort out loot and stuff btw.

the lucky feat is named for luck in throwing things isn't it... but that isn't luck it's a racial passtime of sorts.

Choose a different way to distribute loot then, maybe one that utilises the luck feat!
Don't ever roll 1d100 for loot distribution. It makes no sense. How many one hundred sided dice have you seen in the Underdark, or your life for that matter? None. So don't do it.
In the incident you mentioned, you were told to roll a "die" to determine who got the belt. I had assumed you'd take the common definition of a "die" as a 6-sided cube.
As for rolling for swag distribution, use of dice has become commonplace due to the endless bickering and squabbling that inevitably occurs when there's a particularly nice bit of jink in the pile. It's too annoying to see a paladin arguing with the rest of the party over who should get the prized item. It's also quite annoying to have the swag laid out for everyone to see, and have the crash-monster gobble it up.
Personally, I prefer the authoritarian approach. Party leader decides who gets what, and that's the end of it. But this approach only works so long as people trust the judgement of the leader to distribute fairly.
I think the "IC approach" to "getting the loot" is the best way to go.

They were in my back pack when I was a mile underground. THAT QUALIFIES!
The dice are a tool, and you can use them as such. It is possible to invent other ways of chance to choose for items such as: casting stones, drawing sticks, drawing cards (tarot do exist in game, and would have the minor suits), etc. The number you could say correlates to the highest card drawn, the stone closest to the wall, or the longest or shortest stick. Plenty of things you can do besides having your character whip out that painstakingly hand carved deep lizard tooth 100sided die.
how do tyou tell which is the highest card? only one of my charctors used tarot cards and he couldn't tell what from what ...neither can i for that matter
you can use the dice OOC to represent the outcome of some IC method of random chance that makes more sense, suck as drawing straws... or... small sticks of compressed mushroom fiber...or whatever they would use in the underdark.
Easy way to decide, take some mushrooms from the blue mushroom, have the entire party eat one, then last one standning gets to pick items first. As a bonus, if some mushrooms are left they can be saved for parties and other special events.
