Letter to the Council (DM or PC)

Councilors,

Our city is a free city. A goodly city. We have smiths, metalworkers, and engineers within this city who are normal people.

Outside our gates there exists nothing but monsters, evil creatures willing to pull the coin from our purse only as long as it comes easily and afterwards will settle on no less than our enslavement and death.

We can not prevent our citizens from unwisely trading with these monsters, but any official business of the city can forbid it.

Despite the situation in Lower Sanctuary, and despite the nearness of the upcoming elections it is time to make a stand openly, and a point clear.

Sanctuary's official organizations must forbid trading with monsters. By the proposed law, regular citizens will be encouraged to trade only with non-monstrous merchants-within the Underdark excepting the svirneblin. However, any agency from the Council to those that accept funding or official support from the Council must at all times employ non-monstrous trade contacts.

"The City of Sanctuary is a city that exists for free people of civilized and goodly races. While trade and industrialism form a backbone of our economy, we endanger our core freedom by engaging with monsters such as the druegar. Therefore, the Council decrees that neither itself nor any Agency receiving official support or funding may employ or engage in trade with druegar or similar monsterous races of the Underdark when similar employment or trade can be obtained from the goodly folk of Sanctuary even if it must be at significantly higher costs."

Do not allow evil monsters to run our economy. I also highly suggest the Council establish a high tariff on goods entering the city from druegar to help encourage internal industry.
