A Letter Written to Sheriff Eugene Walters [DM]

Honorable Sheriff Eugene Walters,

I am writing this letter to you for a number of reasons. First and foremost, I would like to express my personal gratitude for the job you have done with the Watch. By all accounts, you have organized the men and women under you into an honorable and respectful force that does a great deal of good here in Sanctuary.

My name is Sir Melrick, Knight of House Toboerski, and I have been a friend of the Watch since my arrival here in Sanctuary. I have served along side several of your men and women, and have done my up most to aid them in their jobs as best I can. I strive to be a good and honorable citizen, something you can easily find others who can attest.

We are both men of organizations that strive to bring about a city that is more safe and strong for its citizens. However, even in good organizations such as ours, no matter how tight the ship we run, a bad individual can sometimes manage to slip through the cracks.

It is to my regret that I must write you about a potential problem member in your organization. We may, indeed, even have a similar problem.

Most recently, as I am sure you've no doubt heard by now, one of your watchwomen by the rank and name of Sergeant Salina Marshall was assaulted by one of the Aspirants (a fledgling member) of House Toboerski.

I was not there at this event, however I arrived at the Watch house to speak with one of my friends - a recent member of the Watch, and it was there that I heard a particularly rude individual speaking ill of the Aspirant in question. I thought the Aspirant was in the room, so I entered, and to my shock - his corpse was laying on the floor.

I attempted to glean some answers from Miss Marshall, but due to the number of individuals in the room it proved difficult. As such, and wishing to correct any wrongs that House Toboerski may have perpetrated, I have begun to conduct my own investigation into the matter.

Please be aware that I do not speak for Sir Dungal, nor do I speak for Lord Gregor. I am simply writing you this letter to inform you of all that I have learned, and to make certain - absolutely certain - that you understand it is not the policy of House Toboerski, or the Knights, to attack innocent individuals in the street.

I knew the Aspirant in question, a man by the name of Eristhenes Tichteran, a man of Noble blood and a former Knight from the surface. It behooves me greatly why he would commit such an action, and it is partly in his honor and in an attempt to clear House Toboerski's name, that I conduct this investigation.

My investigation has turned up the following information, of which you may wish to add to record:

Some time earlier, before the event in question, Sergeant Salina Marshall, Arthan Domnicus, and Meriam Mayna of the Civil Defense League were in Lower Sanctuary. There were others present, and I am still seeking out all of their names and their reports of what has happened.

Miss Mayna was under the orders of Miss Marshall to point out all known corpses within the street so that they could be burned. Arthan, who is a Paladin, was conducting prayers over the corpses before they were burned. Miss Mayna was scouting ahead looking for more corpses and for any potential danger from the inhabitances of Lower Sanctuary.

As you are well aware, Honorable Sheriff, the views of the watch in Lower Sanctuary are harsh indeed. And while they are most certainly undeserved, Sergeant Salina Marshall's presence there did little to help the stability of the area. According to her, Aspirant Eristhenes Tichteran was "following them" around and watching them closely.

Understand that the Knights of Toboerski have a somewhat better relationship, although still strained, in Lower Sanctuary. We do not actively engage in halting anything that happens down there, but we do our best to try and bring about calm and level heads. We do our best to prevent more violent actions, more riots and more crime.

I have spoken to several individuals, citizens of Lower Sanctuary, who witnessed the burning of the corpses and they were none to pleased. According to the accounts I have been given, Miss Marshall simply entered Lower Sanctuary, and did not even request or ask the loved ones if they could destroy the bodies. They took it upon themselves to act in such a manor, although I am sure it was good intentioned, that could have caused a riot.

It was then, as they committed these actions, that they were assaulted by a man dressed in black, who used a powerful spell of confusion upon them all. Miss Marshall resisted this spell, but the others with her did not.

Meriam Mayna of the Civil Defense League told me that she too fell under the spell, and then proceeded to attack an innocent female citizen that stood nearby. Under the effects of the spell she had no control over herself.

It is my belief, piecing together the evidence that I have seen, that Aspirant Eristhenes Tichteran may have also fallen under the effects of the same spell. As Sergeant Marshall told me herself personally, he was following closely behind them. It stands to reason that this is what has happened, as according to all accounts that I have heard, the Aspirant did not say a single word - he simply attacked without warning or provocation.

I can think of no other reason he would have attacked. There was no motive that I know of, no provocation, and no words said. After the attack the reports I have are somewhat sketchy. One report has him running away, and Miss Marshall, along with those with her, hunting him down and killing him. Another report has him being killed not far from where he attacked her. It stands to reason that he was still under the effects of the spell.

In any case, Aspirant Eristhenes Tichteran lays dead by the hands of Sergeant Marshall who expresses no regret over her actions. I questioned her on why she simply did not subdue him and bring him back to Upper Sanctuary for questioning. (Because if in fact he was guilty of the crime of WILLINGLY attacking a Watchman - I have little doubt that my House would have supported the full punishment of the law upon him.) I asked why he was slain, when he could have simply been knocked unconscious and brought to answer questions. Her answer to me was that it would have been too difficult to get him out from Lower Sanctuary to Upper Sanctuary.

Though, I would have you note, Honorable Sheriff, that she was more than capable of bringing a corpse back up to the Watch house. How is it that she could not carry a limp body, but was more than capable of carrying a corpse?

I have to question if Miss Marshall killed the Aspirant in cold blood, as you are no doubt aware that there is some tension between herself and Sir Dungal. Now I do not wish to imply foul play, buy all accounts the Aspirant did attack Miss Marshall first. Though I will reiterate, by all accounts - even her own - he said nothing and there was no provocation. There was no hint of a motive behind his actions, which can only lead one to conclude that he was under the effects of the same spell that Miss Meriam Mayna of the Civil Defense League has attested that she was under.

I would also like to bring to your attention that Sergeant Marshall is attempting to, even after I have given her my personal apology for what has happened, to cause a public scandal for Sir Dungal Toboerski. Please be aware that Sir Dungal is considering a run for the Council to join his Cousin Lord Gregor Toboerski. The relations between himself and Miss Marshall are already strained, and if she attempts to create a public problem it may reflect badly on your organization.

I have not personally met you, Honorable Sheriff, but I have heard of the tight ship you run. I know of the dedication and hard work you put into your organization. Sir Dungal also works tirelessly to see that the Knights are an honorable and good organization. The attempts of blackmailing Lord Gregor and Sir Dungal with falsehoods by your Private Ian Lockwood, and the most recent events with Miss Marshall are not showing the usual integrity of your organization.

Private Lockwood, for example, was not long ago flogged in public for his abuses of prisoners. You seem to have contracted a few bad folk in your organization that I would recommend highly that you reign in as quickly as you can before they cause further damage.

I have even spoken to other honorable members of your watch who are horrified by their actions, but are too afraid to speak out. Neither of us wishes, in this time of desperate need, for a large scandal involving the Watch to erupt. However, you should realize that the actions of Miss Marshall and Mister Lockwood are very much public actions.

I fully intend to continue investigating this matter, because no Knight should ever raise his blade against a member of your Watch. When my investigation is complete I fully intend to give my full report to Sir Dungal and Lord Gregor, who will by that time, be sitting together on the Council. I humbly ask that you aid me as best you can in this effort to ensure that neither of our organizations harbor individuals who could stain our good names.

In closing, I would simply like to state again that it is not the policy of a member of our House to assault individuals in the streets for no apparent reason. House Toboerski is taken aback by the actions of the Aspirant in question and seeks to know the full truth of what has happened.

I humbly ask that you work in concert with my efforts to get to the bottom of this. I hope, that with time and patients, that both of our organizations can repair their damaged reputation, and that we can become allies in the future.
