Citizens,

It seems that due to a glaring oversight, drow are legally allowed to walk the streets of Sanctuary under the full protection of the law. How many times have these dark elves schemed, plotted against and outright attacked Sanctuary? They are clearly the enemies of Sanctuary and must be treated as such.

As a petition for a new law for approval by the council, the Stouthearts are collecting signatures:

The Law of Anvilsmasher

1. Drow are enemy of Sanctuary and their presence within the city is not to be tolerated. Any drow within Sanctuary is subject to summary execution by any citizen or law enforcement official at any time. (OOC: this is still subject ot normal PvP guidelines) 2. Drow are not protected by the laws of Sanctuary. Any citizen may freely attack and slay any drow without fear of punishment by law. This is the right and obligation of all citizens. 3. Drow are not to be offered sympathy or succor. Any individual knowingly or through willful ignorance, caught trading with, harbouring, offering services to or protection to drow, will be charged with treason to Sanctuary. This is in addition to existing laws against offering aid and sympathy to drow. (OOC: dealing with certain NPCs will require DM approval/clarification - for example, opening a bank account will be subject to DM approval - as will resting in the Rock Bottom) 4. A standard bounty of 500g be placed on the head of any drow slain within the city walls, subject to proof and approval by the Sheriff. Funds to be paid by the council as a reward for defence of the city. 5. The proposed law does not replace or supercede any existing laws regarding spellcasting. Any unauthorized casting in unwarded areas is subject to existing fines and/or imprisonment as dictated by Spellguard legislation.

*Note #1 is appended to the petition* The above proposed law is not to supercede or replace existing laws of Sanctuary - but to give the right to every citizen to react to a real and present threat. 1. If you assault an individual who you suspect to be a drow, but turns out not to be, you are subject to the normal laws regarding assault, murder and unwarded casting. It is YOUR RESPONSIBILITY to answer for any actions against non-drow. But it is also YOUR RIGHT to deal with a drow in the city 2. *removed - edit 5* 3. Due to the manpower and financial constraints, it is not always possible to find an officer of the law in time to react to a drow. The proposed law simply gives the right to deal with drow, to every citizen - subject, of course, to punishment should their suspicions prove unfounded. 4. *brief notice attached near the poster* This will need a few amendments before I sign it, primarily: allowing regular citizens to attack and kill people.

-One must be sure without a reasonable doubt that the individual is Drow; -One must not disregard the rules against unwarded magic use; -Regular citizens may not attempt to apprehend Drow by themselves without a law enforcement officer (Watch, Spellguard, Seeker or CDL) at least present. (PVP in public STILL must require DM observation!)

These amendments will make the new law safer for citizens and prevent calling down unneccessary conflict on the city and its inhabitants. I agree that the Drow threat inside the cities is as dangerous as the one outside, but safety of the public and keeping order is most important. We can't have any regular citizen running around the streets on a crusade.

(Also, requiring DMs for every account or rest in the inn is ridiculous and you should know that. Sorry, but it's true.)

The day one of you people shows me a good drow is the day i'll take a plunge into the Dark Lake with a large rock tied around my feet. This petition has my full support.

*OOC note* The proposed law will have IC consequences - the banker may require a bribe and may or may not honour your deal with him (or he may just sell you out and keep your gold if you're rich enough). Additionally, resting in the Rock Bottom should already require DM permission - though the Pissing Crone or Blue Mushroom will likely be more tolerant of a wandering drow. Certain NPC merchants, as well, may be less inclined to deal with a drow. For example, the Hold clerics may refuse to raise a drow taken to them, or confiscate the body for the authorities.

As drow PCs have various advantages due to race and likely support from their masters, I don't think it unreasonable that there be disadvantages as well.

I think the discussion on the implications of the law should be taken up in the general or suggestions forum so as not to confuse the issue. But really, it's a moot point right now. If/when the law is passed, the DMs can clarify the actual implications for the drow players.

You can get rid of the Goblins to while your at it Fors. Drow are only the start, heaps of other vile things to be off'ed, this petition has my support.

I'm with Taddle. Add Kobolds as well then I'll be happy. Drow, Goblins and Kobolds are all inherently evil and have no place in our society.

(Ooc im also against this because it completely destroys any chance of playing a drow on the server i feel if within 5 secounds of entering sanctuary there going to be killed)

I offer my full support in this matter. While I have not witnessed the effects of the drow in the city first hand, I have felt the stings and indignation of their whips, albeit not for long.

The only good drow is one who's body is cadaverous and inanimate.

The atrocities the drow commit in this city are all too common. All drow are foul, and the last thing we need are more Zaus trying to blow themselves up in Town Hall. I give my support. Sergeant Durris

House Toboerski is appalled to learn drow may walk our streets. However, we suggest a modification of this law to include the following. It is time to end the welcoming openess that allows monsters to feel at home engaging in trade within our walls.

""The City of Sanctuary is a city that exists for free people of civilized and goodly races. While trade and industrialism form a backbone of our economy, we endanger our core freedom by engaging with monsters such as the druegar. Therefore, the Council decrees that neither itself nor any Agency receiving official support or funding may employ or engage in trade with druegar or similar monsterous races of the Underdark when similar employment or trade can be obtained from the goodly folk of Sanctuary even if it must be at significantly higher costs.

This is all well founded and good enough but I implore citizens to keep in mind that by granting spellcasters authority to cast their spells against these drow infiltrators while they are not actively attempting harm against Sanctuary may only replace one evil with another. As it is, we do not even have full knowledge of all the creatures that surround us that are attracted to magical use and -any- unwarded spellcasting within Sanctuary can draw the attention of incredibly formidable foes. I suggest an amendment be made to the laws stating that unwarded spellcasting against suspected drow be as illegal as any other unwarded spellcasting unless the drow in question is directly attacking or otherwise harming Sanctuary.

Another thing to keep in mind is that through my personal experience I have noticed that drow are inherently resistant to magic and any attempt by spellcasters, not trained vigorously by the Spellguard, to detain a drow with magic will most likely end in the loss of said spellcasters life.

Drow are not creatures to be taken lightly and any assault made upon a drow within Sanctuary, or anywhere else, by citizens of Sanctuary should be done with extreme caution and good planning. We have no need for rampaging drow and dead citizens.

The law should state that if no member of the factions that uphold the law within Sanctuary is in sight, and it is perfectly clear that the drow in question will have disappeared before a member of said law enforcing faction can be fetched, that -ONLY- then should a citizen feel compelled to take action against the creature(s).

Drow are rarely found alone and caution should be taken on account of that fact should a citizen find himself face to face with one of the creatures.

Otherwise, this has my full support.

The drow are a threat to all good beings of Faerun, and thus should not be allowed to walk the streets Sanctuary spreading their evil influence and further endangering the citizens. That being said, I would advise you to heed the words of the Spellguard Operative and make the proper amendments to your proposal. Given the good reputation of Clan Stoutheart and its righteous Thane Anvilsmasher, I am confident that the final version presented before the council will be pleasing to the Just God. Bear in mind all great works start with a foundation. This petition to Law is designed as you can see, to incorporate expansion, and refinement. The Council and the Mayor have the final word as is their right and duty. Suffer not the whips and scourges of Tyranny and Depravity that is the Chaos of the Drow.
