Here is the next draft, given the installation of the lift. I decided it needed some changing, and so have done some rewriting.

Plan Lower Sanctuary Action Plan

Draft 3 - Sergeant Marshall

Okay this is the next version, given the installation of the Bhast Lift of Peace. Thankyou Councillor Bhast.

Supplies

I have already started taking supplies down to the bottom of the lift with some adventurers. I require small ammounts of supplies from any willing organisations including the Watch to be taken to the bottom of the Lift.

Supply Camp

Outside the Bhast barricade will be some cooking facilities, including tables, pots, food and other supplies to provide food for those put out of home due to the destruction.

In addition I want temporary bedrolls set up to one side as well. This is all for people who want help who don't want to leave Lower Sanctuary and go to the Archibald Estate. People who don't mind leaving or wish to, should be referred to the Archibald Estate.

The camp should have a couple of signs saying Supply Camp. Not Watch supply camp, or anything else, just somethnig saying we're helping, but not Who is helping. People can make their own decisions about where the aid is coming from I think, rather than bieng told.

Camp Boundaries

Once people see what we're doing is helping, we can put up barrels, sacks and a few other things from the far corner wall, to the wall near the Ibrandul shrine, marking our "territory" with an opening at one side to let people through.

This gives us a larger area to protect, and more space for facilities. Bhast mercenaries already there, can be stay on guard if they so wish.

Helping Hands

I want someone with some skills at patching up the wounded to set up a small table down there, with supplies to provide healing kits and such to those that want them, as well as give a little aid to hurt townsfolk.

I also want some unhelmed Watch Privates to voluenteer to help out. They will be armed with a cudgel to protect themselved but no actual weaponry. They will be in charge of moving supplies to the camp and setting it up with the Bhast Mercenaries. They're to help cook and protect people who are in the boundaries, making those bits of ground Lawful ground.

They shouldn't worry about things happening outside the camp for now, just deal with things Inside it.

Lower Watchman

Once we've got a marked out area up and running and a small aid camp, I want to have something added to the signs along the lines of:

Help protect your friends and family here at the aid camp and put your name down to join the people helping to defend this little area of Lower Sanctuary.

These people should eventually be put into the Watch, but Lower folks should be welcomed to join up as protectors and aid workers in their area of the town. Hopefully we can try and expand the ground we hold over time, more welcomingly if we can recruit lower citizens. I'd like to get things like "but if we just move to the end of the street" and somesuch we will be able to expand without forcing it onto the people.

Lower Watch House

In the building by the lift, we can have opened up a storehouse and some beds for any Lower watchmen we can recruit that want to stay. My preference is getting one of those magical doors to link it to the Upper watch house, but thats not completely important right now.

We can also put a room for homeless to live in, much like the archibald estate, so that between us, we can house plenty of people.

The Stairway

If we can put a small wall from the two corners, giving us the ground from around the stairs, we can begin work on reconstructing them, hiring artisans and laborers to start the weeks of construction in rebuilding the stairs.
