A letter to the Council and Mayor

The killings can not continue in Lower unchecked any longer. Peace must be established and before a new Council is elected in a process many will absent themselves from. I have voiced the demands of the people I have fed, protected, and led to safety these last chaotic weeks.

Some decisions are too important to be reached by a handful of men. Let these choices go before all those involved. I will gather the names of representatives from Lower, as well as their options for the future. All I ask is that the Council open the polling booths.

This is the only way to insure, without futher bloodshed that Lower and Upper Sanctuary remain safe. Whether they remain as a single republic or a confederacy of brothers.

My peace was spoken tonight. Let no other voice ring out until it is the voice of the citizens.

Sir Dungal Toboerski
