Plan Lower Sanctuary Action PlanDraft 2 - Sergeant Marshall
Given the situation in Lower Sanctuary, I have finally come up with a feasible plan of action that should please all parties involved.
This action plan will cover tasks of most involving parties but each may be ammended with a new drafting. All readers will be notified of the new draft as it is finalised.
Briefly: I intend to open a Lower Sanctuary Watch house, and create a small barricaded Law-run area which will be safe for people who want protection.
Step 1 - The Watch House
The council are requested to find multiple artisans and builders, preferably from the huge ammount of refugees coming from Lower Sanctuary. Having Lower people rebuild Lower looks better than having Upper people do it.
--Change: The watch house may not need any sort of structural replenishment. The stairway idea from Lower to Upper in the Watch building has been replaced with the idea of a Gnomish Magical Door system to link the two buildings.
The Watch will claim an intact building around the remains of the stairway in Lower Sanctuary, perhaps secretly. I have requested Agent Delgado inquired about the construction of magical doors as I will be requiring one. They should be within budget to aquire and a better fix than rebuilding stairs under attack.
With the aid of the Spellguard, a magical door can hopefully be installed from this building to the Upper Watch house. This then allows artisans to be safely brought down as well as instant reinforcement should we get attacked. We can, if need be, install some animatrons into the building and tell people they're to help rebuild the building, just as a deterrant from people who wish to take shots at us.
This building will be fitted out with sleeping facilities for additional Watch Privates as well as cooking facilities. It will Not be made into an armoury. For security reasons that should remain in Upper Sanctuary. The building will remain sealed from the outside to prevent disruption until it is a secure shell which can be kitted out.
In addition, the building will contain a room for the poor and homeless to sleep and be catered for should they so wish. Noone is to force anyone outside the watch to make use of the facilities. They will be entirely Optional and hopefully some townsfolk will come to their senses and take our welcoming aid.
Step 2 - The Tigereye Funds
Given the collapse of the tigereye mercenary company, their funding is no longer required and will be an entire waste of resouces to use on 10 men. The funding should be mostly reaquired by the Watch in order to extend our facilities so that we may provide aid, supply and protection to a small area of Lower sanctyary.
Step 3 - The Barricade
Not as nasty as it sounds, I propose that the grounds outside the Watch House have a wall recified around an area large enough to hold ten men. This area should if possible surround the base of one of the two destroyed stairways so that they can be reconstructed at a later time.
If I can claim a building near where the old stairs were, like the small temple that was near the stairs, or one of the buildings opposite, then we can create a wall across the corners from one building to the next around the stairs without intruding on too much ground.
This barricade will have a guarded gateway which will have Watchmen protecting it. They will be equipped to defend themselves but not attack anyone outside the barricade. In addition they will be given trained guard dogs or something similar which will help prevent suspicious louts sneaking into the building and causing havoc. The grounds inside the gateway will be subject to Sanctuary Watch Law directly.
On the grounds will be errected multiple all day cooking facilities to provide food for the needy. In addition it will be safe to contain aidful clerics who wish to heal the sick who come to the gateway for help. Finally this will also provide access to the small ammount of free bedding and sleeping facilities for the homeless inside the constructed Lower Sanctuary Watch House.
Step 4 - The peace
The people of Lower Sanctuary do not wish the laws pressed onto them by the tigereyes or the Watch so this will not be done. We will be holding a small footing in the town below which we may use to protect people that want protecing inside the area, feed them and observe the town.
The Lower Sanctuary area will be mostly left to it's own devices for a time. They want freedom so they may as well have it. people who want help only need to ask. It may appear shortsighted to leave them to do what they want but it will onyl cause more bloodshed to currently force anything on the people of lower Sanctuary.
In the time to come, they may be willing to accept further aid, and the barricade may be removed in the end, but that is for the future to decide.
Some of the remaining tigereyes may be given the choice of taking a job in the Watch if they wish but they will be in the same position as all other watchmen and will not be acting outside the barricade without permission.
The Lower Gate will be left to be defended by anyone who sees fit. As much as a bad idea this seems to be, it should be worth letting them request the help, rather than bieng forced it. If it works out to be a welcome hand, the Watch grounds could be extended to the Gate.
Step 5 - The Stairway
The Watch grounds should surround the base of a stairway into lower and safely allow it to be reconstructed over a few weeks. Holding the gate to the stairway will allow the Watch to observe all people making their way into upper sanctuary and barr the way to known criminals.
Step 6 - The Watch
With the increase in Watch funding, all these things could be provided as well as recruitment of additional hands to help out downstairs, and protect the lawful ground which we will stand.
We can also try and recruit Watchmen from the families of lower who want to protect their homes downstairs. The poor who want a job but couldn't get much due to the opression of the tigereyes and just want to stay safe. It would come across nicely if we could get some lower citizens into the Watch that we have working down there.
Step 7 - The Refugee House
I have been informed that the Archibalds are working to adjust their estate into some sort of refugee house for people fleeing the lower half of the town. This should be signposted and directed to from the gate so that people don't feel lost or scared trying to find somewhere to stay safely.
