Proposal 1) Recognition of the fuedal leaders who have taken control of Lower Sanctuary, coupled with their ownership of the lands and properties granted to them.

2) Total amnesty for all crimes committed during the revolt.

3) Lower Sanctuary will be made responsible for its own internal matters in all regards; only external security through war, treaties, civil defense will be handled by the full Council.

4) The Council must henceforth equally represent Upper and Lower Sanctuary.

5) Fuedal leaders must contribute to the defense force of Lower Sanctuary. The total defense force must equal 100 men, this is an increase 10% over the amount in the Tigereyes and equates a 1/3 force that can be raised by Upper.

6) A new system of internal laws will be drafted for Lower Sanctuary. This system will replace and supersede any laws drafted by Upper, but with no authority to over turn those laws regarding trade, tariffs, war.

7) Upper Sanctuary shall rebuild the stairwell that they destroyed in fear of the Lower Revolt.

8.) The Spellguard and Watch will both be forbidden any jurisdiction in Lower Sanctuary.

9) A single fuedal lord will oversee the enacting of these changes, and assure they occur quickly, fairly, and as bloodlessly as possible. While I expect the summit will nominate such a leader, it is my sincere hope that my cousin Gregor is chosen. We have nearly 30 armed men ready to move into Lower from the canal gates when we are called.

10) Lower will continue to support the full civic tax burden, but its share of the burden will be re-examined in light of the damage to Lower's economy by the recent revolt.

Valerius' summit was a failure, he blatantly sought to grab power for himself and continue his revolt against Upper. It will not work, peace must be brokered if any of us will survive. If you'll accept these proposals-I'll bring peace. If you do not accept them, I will withdraw my men to Upper Sanctuary and leave you in peace and friendship.

The following is delivered seperately to those named.

Already it appears some in Upper Sanctuary are trying to derail any attempt to rebuild Lower Sanctuary. The lies they are willing to spread about Councilor Toboerski are pathetic. Worse will come, but we feel this merely proves how desperately our plan must succede.

Efforts to blackmail Gregor Toboerski as he tries to rebuild Lower by members of the Watch are a blatant attempt to stop everything we can accomplish, united behind this plan.

Lower might consider you less a hero if they knew what you did the day the stair fell. Slaughtering citizens will earn you the kind of reputation you are looking to avoid. I'll see to it that lower never finds out about any of this, and I'll also see to it that the watch supports your claim to power down there if you give me reason to. There is much we can accomplish together in this. It is now your choice how we proceed.

A follow up to all.

"Those who have replied with suggestions and ideas to the plan will discover that your words are being taken to heart. I fear time was growing short, I obtained from excellent and trusted sources that the Watch has implemented a plan to ferry supplies and then men down the mining platform to quell your people. They were losing favor for this plan in the Council, but many in the Council thought to use my Knights to control your people.

I rather that your people choose your fate. I will not be a political agent or tool when I am sworn to defend this city. My plan, with any suggestions and input from your people will be offered up for a vote. As shall any plan proposed to me by the people of Lower Sanctuary.

I will also take nominations for those who will form an Assembly to enact any plan suggested, or to create on in the event no plan is chosen. This will be an option on the vote for the people as well. If they do not wish a plan presented, let their representatives design a solution.

This is the best option that can be designed, should the Council accept this vote I have demanded on your behalf. Any forced plan will have brought violence regardless who implemented it. Either by your resistance or that of Upper Sanctuary.

I urge you all, to support my plan with your advise and your influence. My Knights will continue to maintain the peace, but we will refuse to become involved in politics. Lower Sanctuary needs a guardian who is beyond reproach, as the Mayor in Upper is beyond reproach there. Therefore, you will find my name will not be added to the list of potential representatives regardless of whether it is put forth by another or not.

Instead, my Knights will move to ensure that the results of the election are enforced that peace is re-established in this land. We are not an invading or foreign force, but men sworn to protecting all goodly folk here in Sanctuary. It is our offer to replace the Tigereyes as your guardians, but never as your masters which is why we shall continue to guard your gates and any other location your elected representatives or plans call upon us to protect.
