A letter left for the Council

Councilmen and women,

I write this letter to relay a growing concern within me that pertains to the Councils handling of the security situation in lower. Many days have passed and there yet has been no guidance or action from the Council to the public of Sanctuary pertaining to how the government will rectify this grave situation. I have conducted many observations and met with sources of intelligence information that indicates that Gangs are formulized and are terrorizing and extorting the citizens of lower. Criminals with active warrants are able to operate openly with no fear of retribution from law enforcement organizations. Furthermore, it makes no sense for me to continue to identify threats to Sanctuary from adversaries deep within the Underdark, when this blatant threat looms underneath our feet. The citizens of Sanctuary, both Upper and Lower, are owed a judicial and humanitarian response from their elected officials.

It would seem that there were only a handful of official organizations that responded and continue to contribute to mitigating threats posed by these gangs, as well as caring for the individuals of Lower. The Knights of Toboerski successfully fought their way into the Canal Ward and currently provide security and humanitarian assistance. The Civil Defense League, who lost many during the outbreak of hostilities, still has a constable manning his post in Lower. Constable Medgar provides protection to a grouping of citizens and has refused to pull out from his post in Lower until he receives his orders. Finally, the Watch provided tremendous initial response to threat outbreak of the threat, however are currently forbidden to enter into Lower to provide any assistance to operations conducted there.

Will all of the sacrifices from the men and women of these noble organizations be in vain? Will the council sit idly by and allow the threats and atrocities against the citizens’ of Sanctuary to endure? I can only hope that strong leadership will prevail and relay a pooling of capable organizations to provide order, identify and detain criminals, and to provide relief those individuals who are in need in lower.

Councilors,

Your indecision on who to rectify the situation in lower has been costly. During a recent walk through of the area, I counted at least a-half dozen piles of dead bodies. Gangs continue to wander the streets, citizens continue to hide, or place their hopes with these gangs as their only source of hope.

I pray you do not tally much longer...

The majority of the members of the Council, busy debating the intricacies of the situation in Lower Sanctuary, do not bother to reply to the letters. One, however, does.

Seeker,

Go tell Ivlysar and the rest of your gang to let our real law enforcers do their jobs in Lower Sanctuary, then. Your people on the Council have been holding up our deliberations for days now, trying to make us to ally with these criminals and recognize their independence. I'm half inclined to think that you're intentionally doing it to destabilize the city. It's good to see that one Seeker, at least, recognizes the virtues of strong leadership and the benefits of relying on the established authorities in this city rather than constantly chafing against them.
