Councilors,
My knights are currently guarding the gates of the canal ward to protect the citizens from roving monsters or any other external threat. To our horror, and our growing disgust a number of citizens from Upper Sanctuary are traveling in large armed bands to Lower Sanctuary were they procede to slaughter citizens in an attempt to "instill order".
Thus far reports have reached me wherein a member of the Society of the Ordered Mind, and I witnessed to this event, caused the death of four citizens. The individual remains unnamed, but walked the streets with a great sword drawn ordering other armed citizens to their homes. Ultimately, this resulted in such provocation that a citizen attacked him, three more rushed to his aid and the Zealot aided in their deaths doing nothing to calm the situation or restrain the men short of death.
Other less substantiated reports include rumors of armed groups of Stoutheart dwarves marching into Lower where they have caused several small riots due to their militantly hostile antagonism of the citizens in the area.
We have a final report of a Sir Mormont Baelister who recently entered Lower Sanctuary with an armed mob and caused the slaughter of several gang members. I have taken the authority to begin looking into these last two reports to ascertain the truth and to make a recommendation to the Council on how to handle them.
I suggest the Watch arrests the member of the Society, should his identity be uncovered, for aggravated assault, manslaughter, and endangerment to Sanctuary for his actions should the Council wish to make an example of those who are further worsening the already pitiable situation in Lower Sanctuary.
Finally, our Knights are being begged by many citizens inside Lower Sanctuary to be given the authority to enter the city to quell these assaults and to forbid entry into the city to large armed bands or known trouble makers. We refuse this authority, and any measure of authority beyond the obligation to guard strongly the gates of Lower-but it harms men of good will to refuse their protection to the weak and the needy. Therefore, humbly we ask that the Council grant us for a limited time the authority to quell violence at the request of Lower's citizenry, and the ability to negotiate a cessation to the violence and disorder.
