Valerious has been planning to unite the gangs in lower in order to get peace in there. He will also try to settle the things in there so, that the upper can not interfere with Lower citizens's lives. They will hold a meeting in pissing crone, most likely to decide who gets what in lower. Valerious is lower man to his heart, but also a business man so the chaos what is there now isn't good for him or his business.
