Due to current in game things happening we Stouthearts were wondering how to get our cash out of the donation bowl.

The DM on at the time (I forget who) was kind enough to pass on the information that said bowls are all bugged at the moment and to leave a note about it on the forums.

Note is left. Fellow dwarves, do not throw any more coin in the bowl until it's fixed. I'm down a bit over 1700 now, I shudder to think of the rest in there.

I think we need to review who keeps selling us these storage items of devouring and shave his beard.

Pretty sure these should be fixed as of v704.

Are you supposed to be able to withdraw gold from those?

I do hope there is some sort of benifit for the bowl otherwise I know of some very sad sad dwarves.

The donation bowl was originally designed for NPC organizations/factions, in your case since it's a player faction you can collectively access the gold for upkeep and additions to your Hall as you get more gold.

They're definitely not designed as an easily accessible personal banking system though, so please don't ask to make withdrawals to raise a friend or whatever else (that's what bank accounts are for). However, when large sums gets added over time we can translate that to improvements for the faction area.
