Adding a sender downstairs would break everyone apart too much. Oddly enough.

It's more interesting getting out into the fresh air.

I don't like the prospect of multiple ways of making sendings. If anything, it should be worked toward IG.

That said, a way for faction members to actually write notes for free makes sense to be readily available.

I was under the impression the sending system was devised by the svirfneblin, and that the only one who could control it was Jafar, not really knowing how it works. As such, wouldn't crafting a new sending system be nigh-impossible? But yeah, Kotenku's right, it should at least be found out IG.

Hence, there must be a way to tamper with it. I can think of one NPC already who has tampered with it.

The sending system is something to explore in-game.

Scribes in faction HQs do make sense -- I will be cleaning up and improving the scribe system shortly, and coming up with a nice compact way to put scribes in various places (Watch House, Spellguard Tower, Seeker Hall, Sewer Town with special rat hide parchment!) will be part of that.
