Sergeant,
Today there was a fight between members of the Watch and Tigereyes in Lower. The fight centered around one man, Tigereye Mercenary Brendan Wilks.
I wasn't there, but here's what I was told:
Wilks was summoned to the Spellguard tower but refused to go, and so members of the watch, apparently Private Barelleon, went into Lower to apprehend him, which is, of course, completely within his bounds. Fighting broke out, the Tigereyes siding with Wilks and his refusal to go to the Spellguard tower.
Clearly, Wilks was at fault here for not answering the Spellguard's summons. However, at some point, the issue of a warrant for Wilks came up. Apparently, this warrant was only known to the Watch, as having checked, I was unable to find such a warrant. I'd just like to say that I fail to see the reason that the warrant was known only to the Watch and kept hidden from the other organizations, such as the council, and also that it is likely that today's trouble could have been averted had the Tigereyes known about the warrant for Wilks.
Anyways, I've written the Tigereyes about today's incident, and I included an explanation of the town's basic jurisdiction rules. Although I'm sure you both know them, there always seems to be confusion about this for some reason, and it may be a good idea to review it with the Watch's Privates:
* The Tigereye Mercenaries are contracted to "maintain order" in Lower Sanctuary. They have no authority outside of Lower Sanctuary.* The Watch is responsible for enforcing the rule of law within Sanctuary. As the Tigereye Mercenaries have been contracted to "maintain order" in Lower Sanctuary, the first duty of the Watch is to protect Upper Sanctuary. However, while they are advised that the Tigereyes are contracted to "maintain order" in Lower Sanctuary, Watchmen are explicitly allowed to pursue and arrest criminals in Lower Sanctuary and other sections of old Dunwarren.
* The Spellguard is responsible for protecting the entirety of Sanctuary from threats within and without. Their jurisdiction extends over the entirety of old Dunwarren. The Spellguard mages are explicitly allowed to pursue and arrest criminals in Lower Sanctuary and other sections of old Dunwarren.
Anyways, I'd appreciate you doing whatever possible to keep something like this from happening again. We don't need the Watch and Tigereyes fighting in the middle of the streets anymore.
