Letter to the Tigereye Company

Mercenaries:

I'm writing in response to today's incident which occurred in Lower and resulted in fighting between the Tigereyes and Watch.

Although I was not there, it has been made clear that the following happened:

    Tigereye Brendan Wilks was asked by the Spellguard via sending to report to the Spellguard Tower for questioning.

    Wilks refused to answer the sending.

    The Watch went to Lower in an attempt to retrieve Wilks.

    Other Tigereye mercenaries supported Wilks in his refusal to come with the Watch.

    Fighting broke out between the Watch and Tigereyes.

    In the end, Wilks went with the Watch to Upper, and Private Barelleon went to the Tigereye compound.

If this version of events is fundamentally flawed, please correct me. However, I am extremely upset that you allowed a very recently hired member of your company, who was clearly disobeying a spellguard order, to cause so much trouble.

Contrary to what may be the popular belief, the Tigereye mercenaries are not immune to arrest as long as they remain in Lower. Although it worries me that this is necessary, apparently the basic operating principles of each of Sanctuary's law enforcement groups needs to be explained to you:

    * The Tigereye Mercenaries are contracted to "maintain order" in Lower Sanctuary. They have no authority outside of Lower Sanctuary.

    * The Watch is responsible for enforcing the rule of law within Sanctuary. As the Tigereye Mercenaries have been contracted to "maintain order" in Lower Sanctuary, the first duty of the Watch is to protect Upper Sanctuary. However, while they are advised that the Tigereyes are contracted to "maintain order" in Lower Sanctuary, Watchmen are explicitly allowed to pursue and arrest criminals in Lower Sanctuary and other sections of old Dunwarren.

    * The Spellguard is responsible for protecting the entirety of Sanctuary from threats within and without. Their jurisdiction extends over the entirety of old Dunwarren. The Spellguard mages are explicitly allowed to pursue and arrest criminals in Lower Sanctuary and other sections of old Dunwarren.

I would expect this to be basic knowledge for all members of your company. I would also expect for your company to aid the Watch in any actions they may be taking in lower, rather than fight with them in the streets in front of our citizens!

Also, I've heard horrible things about Wilks, and it doesn't sound like he is the sort of person you would want working for your company. However, at this point, that decision is still up to you. Regardless, he will still need to cooperate with the Spellguard in whatever way they were requesting before this riot began.

Furthermore, there have recently been many accounts of Tigereye Mercenaries casting spells outside of warded areas, and I've even witnessed one account myself. Once again, this is one of Sanctuary's most basic and well-known laws, and I find it absurd that it cannot be followed.

As many of you know, I grew up in Lower, and so I appreciate what the Tigereyes do to help maintain peace there. Also, I applaud recent efforts such as the Sanctuary Cleanup Project. However, incidents like this cannot continue. Your company was hired in order to assist our law enforcement groups, not hinder them. I hope that we'll see full cooperation with the Spellguard and Watch in the future.

Understand, I'm not the only councilor that is concerned about these things. It would certainly be a good idea to try to fix these problems as soon as possible.

I'd like to see your company help to mend the rift in our city, rather than tearing it wider.

Wilks reads the letter, then mutters 'Lower-born, Upper-bred,' as he places the letter back where it was.

Councilor,

Though I am capable of understanding your point of view I fear that many cannot share that ability. I grow tired of this relentless attack on our comapnay we we are not the true culprits. If what you say of your birth is true, then this letter is not even necessary. We cause no trouble for the Watch. They come to our domain with little other objective than to harass us and our people. The commoners and adventurers alike have made it very clear that the Watch's attitude and methods are unwelcome on Lower's streets. When they come down they cause more harm than good. We are more than capable of our duties. All of this pointless bickering only blockades us from our true duties. The childish games of the Watch and Spellguard are wearing thin on my patience. I have seen countless attempts on our reputation since my beginings as a grunt. If more effort were spent on the safety of our city and not on in fighting we would have the place so many claim to desire. A safe and well to do city. Purhaps we may even have a gate to defend the Upper portion. Our streets are more vibrant than ever due to our efforts. As for the public casting that so many seem to reference these days. There is more at hand than a spellguard agent or councilor can realize. We have our methods and they work with efficientcy that is un matched in this city. Attacks on our company and our mercenaries only creates bitterness and poor morale. I have begun to take steps in assuring that our methods do nothing but positive things for our community. If ever again you doubt my convictions, hide not behind the pen. Meet my eyes with yours so that we may proceed as proper individuals.

Commander Mordur,

I appreciate you voicing your sentiments, but it doesn't really seem to address the issue here. You make several statements that seem to indicate that your company was at no fault here. However, it was one of your members who was breaking the law, and other members of your company that were trying to stop the Watch from arresting him.

I hope that my previous letter made it clear that Lower is just as much the Watch's "domain" as it is yours.

Also, you seem to indicate that your company plans on continuing unsanctioned magic use in Sanctuary, despite the law. I'm not sure why you feel this is ok.

I do not doubt your convictions, Commander. However, to ensure that I don't "hide behind the pen," (though I'm not sure what I'd be hiding from) I would like to meet with you soon, in order to "proceed as proper individuals."
