The following letter is dispatched to every member of the Sanctuary City Council, the Seekers, the Spellguard, and the Society of the Ordered Mind
To whom it may concern,
I've taken it upon myself to organize a Defence Council responsible for ensuring the dissemination of information, and cooperation among the defenders of the city, to the express purpose of ensuring the town will be safe for another 150 years and on.
To this end, you are invited to take part in all discussions and submit your own information and thusly do your part in keeping all of Sanctuary safe. Members of the Council are expected to refrain from insulting or harassing others. Bickering isn't going to save us from the drow threat, so it won't be tolerated. In excess, it will lead invariably to expulsion from the Council and any barring from any meetings.
Each organization with the exception of the Council (in which case all councillors are invited and encouraged to attend) will be permitted one representative and a second in such an event that the primary representative is unable to attend
Please reply to me promptly at the Watch House if you wish to participate in this council. I've taken pains to ensure that all information will be easily accessible to all members of the Defence Council.

[The letter sent to the Chapterhouse is returned to the Watch House and the bottom, unused portion of the page is filled with the following:]
Ordinant Lathae will sit in on these meetings and act as the Society's voice in whatever matters it must have its voice in.

On behalf of Councilor Toboerski, whose idea it was to formulate this little 'council' of yours, I shall be obviously attending as his second when he is unable to attentd.. I also kindly remind you that the Council, and its representatives shall not be banned from a meeting held by their vassal-employees.
My Cousin shall not look kindly upon similar threats to limit the city's ability, and the ability of its elected officials to watch over the watch. Do not seek to forget your place as a wage garnerer acting on behalf of the Council you so glibly just ordered to "refrain from insulting or harassing others".

Dungal Toboerski,
I fully welcome you to participate in the defence Council, as well as your lord Toboerski. He personally has already volunteered his interest in the concept. I understand he's a busy man of course, and fully expect him to send a second to stand his place. That said, you will conform to the standards I've set for the meetings or you will be removed and barred from them in the future, and you can explain it to your lord when that happens exactly why he has to find another to attend in his stead.

The original letter is resent to the Spellguard and Seekers with an added note
The Society, Tigereyes, and the entirety of the Council have put forth representatives. The sooner your organization makes a decision of who they'll put forth the better; we're all here in Sanctuary together, and a united effort is the best move we can possibly make in combatting the threats we face.

Sergeant,
As no other members of the Seeker organization have the time currently, due to our under-funding and responsabilites, it falls to me to attend these meetings on behalf of our organization. I'll be the first to admit it is not a position I am particularly thrilled to take, and I will only do so until another member shows interest. As for the last meeting, you've my word I will attempt to contain my outbursts.

If for any reason I myself am not available, Agent Ferrington will be representing.
