Can an Exile run for council?

I was talking to Lord Bunge reguarding his possible return to Sanctuary. I also told him I'd fund his campaign. So is it possilbe? I don't want to lie to him...

No. Exiles can't be Councilors. How could you govern a City that you're banned from? :?

But I think if you are pardoned from exile you're free to run for Council.
