Copies are also supplied to individuals, with their names, marked specifically, rather than "to whom it may concern". These are: Sergeant Marshall, Lieutenant Greer, Councillor Grigor Starag, Marten Briars, Ronus Graidan, Executor Strife, Tigereye Amolef, and Laramie Lathae

To whom it may concern,

Due to the rise in threats to the city in recent times, it's been deemed necessary and fit that a council be formed and a plan be drafted in the defence of the city. In this vein, at least one representative from your organization is required to be present at a meeting and ready to answer questions, as well as make suggestions regarding possible ways that the city can be better defended.

The overall goal of this attempt at a Defence Council is to make sure Sanctuary is completely ready for any new threats that come against us, especially after recent incidents regarding the drow, as well as the lesser threat of the goblins.

A number of questions will need to be answered, including, but not limited to:

• What can be done to defend the city's gates?
• Can these things be done practically, efficiently, and with relative quickness?
• Should a situation like what happened with the drow arise again, what decision should be made?

Attendees will be permitted and expected to put forth their own proposals as to specific courses of action that may be taken in fortifying Sanctuary.

This Council is to be held very soon. One score and six hours from the from the penning of this invitation, all should meet at the Watch House, where the discussion will take place. ((Tomorrow, Sunday August 13, at 9PM GMT, 5PM EST. It comes to about 26 hours and 10 minutes from now.))

Despite the differences between our organizations, we do share the common goal of protecting this city, because without it, our individual purposes would fail surely. For this reason it's asked that all who decide to turn up, abandon their prejudices at the door and that we come together as men and deal with this properly.

Those intent on causing trouble will be removed.

To whom it may concern,

The first Sanctuary Civil Defence Council was mainly a success, having occurred yesterday. A large amount of decisions were reached and many ideas were hatched which will be looked into, however, more meetings may be necessary in the future to ensure the courses of action we decided upon are put into motion.

To this end, I'm taking it upon myself to form a group of representatives from each organization of importance in the defence of the city. The purpose of such a group would mainly be to encourage cooperation and the dissemination of information between the groups to ultimately, ensure that the city, should it ever again be endangered, will stand strong and never fall.

For this reason (you are formally requested to become a representative of your organization/your organization is requested to put forth a representative to put forth your interests on the defence council)

Reply to me in the near future and all representatives may expect to be added to a mailing order ((faction forum)) that will help allow the Defence Council to communicate and shedule future consults.
