Letter to the Council

Esteemed Council,

The current state of Lower Sanctuary troubles me. I am told that, like upper, the place is unwarded from scrying magics. I have yet observed tiger eye mercenaries casting in the middle of the streets, without repremand. I write this to suggest an official enquiry of their ability to mask their casting signatures from outside threats to sanctuary. One wizard in particular is a mage known as Amolef. I have observed him doing so on too numerous occasions to note

Mister Oakhill,

If you would like to come to the Spellguard Tower to discuss this issue further, you are welcomed to do so, however, I must inform you that there has never been an exception to our system, and in all likeliness, there never will be. The warding system that is employed in Sanctuary is delicate, difficult, and expensive to maintain, and putting forth the effort to ward a simple conjurer of tricks so that he is allowed to unlawfully and illegally cast in the streets of the lowers without the worry of luring hostilities to Sanctuary is entirely frivolous in nature.

Please report the next instance of unsanctioned magic usage should it occur. I will remind you that a reward of one hundred and fifty gold coins will be rewarded to you on the successful arrest, conviction, and fining of any unsanctioned magic user.

'Executor' Strife,

You misunderstand me. I simply wished to ensure the council and spellguard know that the tiger eyes are endangering the city every day by allowing their wizards to cast freely in the streets. I was rather hoping either your organization or the council may demand that their wizards, priests and such are banned from casting freely within the streets of lower sanctuary unless they are in warded area's.
