Councilor Nogueyra is offering the sum of fifteen thousand gold to any group that brings forward a proposal to acquire and man a ship. Proposals should first be mailed to the Councilor, so that they may be screened. The groups responsible for the two best proposals will be summoned for audiences.

A proposal should entail a summary of costs for acquisition and repair of a ship capable of sailing the Dark Lake and engaging in battle with anything short of a capital ship. It is preferrable that the proposals are sent in by groups rather than single individuals -- Having an assembled crew and their names featured on your proposal will exponentially increase your chances.
