Greetings,

I am writing to report a disturbing incident that occurred yesterday. I was in the House of Light with Rollo of the Stouthearts when a distressed woman ran in yelling about children and something being wrong. She told us where to go to look into it but refused to join us. Eowung of the House also joined Rollo and myself.

We arrived at the house, where there was a bloodstain on the door. Inside we found a young zombie boy eating his father. I tried to question the boy, but he attacked us and we were forced to kill him. Upon inspection, the boy had something carved in his back--"Property of the House of Light; Do Not let escape". This was greatly upsetting to both Eowung and myself, for this was certainly not of our doing.

We checked upstairs and found a young zombie girl eating her mother. She attacked and we had to kill her as well. We searched around and Eowung found an arrow in what appeared to be the children's bedroom.

Upon returning downstairs, we noticed a carving of a horn in the wall by the door.

We have not yet released this information to the rest of the House and I have sent only Chell a letter about this, as I do not wish to cause more panic than is necessary. Eowung and myself are greatly concerned that someone is attempting to set up the House so that it might be closed or worse.

This did occur in Lower, which brings me to a question we had been pondering prior to this incident. What authority does the Watch or the Civil Defense League have in Lower? Or in the House of Light? Can Watch members make arrests within the House?
