Two copies of this epistle find their way to the Toboerski manse. One is addressed to Dungal, and the other to Gregor. They are otherwise identical.
Esteemed Lord/Scion of Toboerski,
Recently, I have spoken with Dungal and discovered that we appear to think alike in many subjects. I will skip the pleasantries and jump to the point. I have a few proposals that I believe you two would be interested in approving.
The first has already made its way to the Council and is the proposal regarding conscription. I believe Lord Toboerski would gladly approve this, though it may require playing around with the words to make it a bit less radical.
Second is my forthcoming proposal regarding the War Council. I shall gladly support the Lord Toboerski as supreme leader of the War Council, as long as I am given a top echelon rank in its hierarchy and receive my own command comprised of a good number of men and women.
Third is my proposal of staggered elections, featured integrally below as it will be proposed before the Council for preliminary discussions.
SANCTUARY ELECTORAL REFORM ACT
Year 152 A.F., 1373 DR
- Paragraph 1 -- Elections during Odd months of the Calendar:
Durings the months of Alturiak, Tarsakh, Kythorn, Eleasias, Marpenoth and Nightal, five Council seats shall be vacated. Those elected in the previous Odd election shall run for re-election if they wish to continue serving in the Council.
- Paragraph 2 -- Elections during Even months of the Calendar:
During the months of Hammer, Ches, Mirtul, Flamerule, Eleint and Uktar, four Council seats shall be vacated. Those elected in the previous Even election shall run for re-election if they wish to continue serving in the Council.
- Paragraph 3 -- On the transitional period:
The transitional period, should this proposal be approved will be either at the beginning of Mirtul or Kythorn. A special election shall be held at a time to be decided to establish which candidates will continue in their seats (five remaining candidates if we decide on Mirtul, four if we decide to do this come Kythorn).
- Paragraph 4 -- Electoral schedule:
Time for voting shall be cut by half. Hence, in all elections henceforth, the time to cast votes shall be reduced to five days instead of the current ten.
All other practices concerning Sanctuary's elections shall remain unchanged, as well as the duties and privileges of Council members.
