When you opt to fail the Child in the Warrens quest, the system also makes you fail the Canal Depot quest.

I suspect that it has to do with the quests inadvertantly sharing a tag or something.

I did notice this later. The wording in the Journal is exactly the same for both, something along the lines of...

"You have given up."

Pretty confident I know the issue (another example of lazily copying other quest conversation trees over causing issues). I'll fix it later.
