City-wide sendings have a tendency to not be heard when a player is in transition when the sending is made. It's pretty bothersome at times.

Yeah I remember one time walking into the heralds office and seeing the animation of a sending being made and hearing no sending. Asked ooc the person if there had been a sending they said yes.

I think I know what's causing this. We had a similar issue with the death system early on -- the problem is being caused by the inability to get which area a player is in when they're transitioning.
Should be fixed as of v684.
