I don't know who handles these issues but I am filing a complaint against the Tigereye mercenary group. I was harrassed by a woman claiming to be with that group. I was conducting my own personal business and not bothering anyone. I was repeatedly badgered and ridiculed verbally by this woman. Her associates did not bother me though.

I do not see any law that states I cannot carry a quarterstaff openly. I asked if I was breaking any law and got insults instead.

She would not give me her name.

I am new to this city and I like to think that I am a productive, contributing citizen. If this type of behaviour persists and the Law does nothing, I will do whatever it takes defend myself and stop this from happening again. If that still doesn't work I guess I'll have to refrain from ever going to Lower again.

Your complaint has been added to an already vast file on Tigereye corruption, and will be brought before the Council in due time.

That said, I highly advise against ever attempting to take the law into your own hands and defending yourself. It only gives enforcers a legal excuse for physical subdual. If you wish safety, your best bet is always to submit to demands from the law enforcers and bring up your complaint peacefully in the future to the proper authorities.

I'd suggest just staying the bloody hell out of Lower.
