I was just in the sewers killing afew rats, and couldnt help but notice, some of them are EXTREMLY TOUGH, I mean, I can one hit goblins and hobgoblins, but these rats? Damn, just a normal " Sewer Rat " has more then 12 hp, meaning a " Fat Sewer Rat and Dire Sewer Rat " has ALOT more hp, maybe tone down these rats abit?

The main problem, I'd say, is that each kill of these rats automatically translates into a small amount of gold/XP. I'd think that making them too easy could create a few problems in that regard. They need to be tough enough that you can't just roam the Sewers for the whole day collecting rat meat - You actually have to stop after, say, twenty rats, because they'll have drained you plenty.

Not if it's only a glancing blow. A 14 damage hit to something with 80 HP for example is going to be a glancing blow.
I agree that the rats are fine. As was said, you get 4 gold/xp for each one, and that adds up fast. They still only do one damage on a hit (except the dire variety) so even if you're surrounded, the chances of being killed are pretty minimal.

Seriously, though. The rats have a lot of hit points for a reason. It's intentional. All amazement at their size and impressive ability to stay alive should be expressed in character.
you could think of it like the mutated spiders quest . these rats have been living in filth for years maybe and so could of gained some genetic tweaks such as super rat strength or stamina not to mention their size!
