I know of a place to buy shackles though the seller is quite steep on prices. I do not remember the prices exactly and the the vender may be unliking to you. Let me know what you think.

I have in my possession a weapon, namely a hand axe, made from pure silver, which means the material will be weaker as the usual silver alloy that is used, but should strike twice as deadly against the shapeshifting beasts. I expect they are for the same price I have seen in a few locations. I merely hope to find them cheaper as I shall not be seen to overpay. It only encourages other merchants to try to filch from my pockets in turn.
