The /c e scream command should be made into the player's voiceset's death scream instead of the ambient effect wailing. In fact, as Howland pointed out, some of the commands such as:

/c e scream /c e spook /c e pain

should probably be available only to DMs or those characters with the ventriloquist feat.

I thought I removed all of these. I blame cawila for making the voice command scripts disorganized. >_>

In the announcements post there are 4 mentions of the requirement of /o in the text surrounding the lists of emotes. If this is now /c then those comments are redundant and are otherwise confusing to someone reading the post.

Well, the switch over to the new server broke our old Talus listener system. Thanks to cawila, we have a new one with similar but slightly different features. A few of the more important commands have been added in, although the new system has them on the "/c" prefix rather than the older "/o c" prefix. Once we finish getting everything hooked up and see how it all works, I am going to update the documentation to reflect all of the new changes.

Apologies for any confusion.

All of these emotes were removed some time ago.
