It is my wish to address an issue of grave concern. I am the cousin of Lord Gregor Toboerski. As wealthy property owners of considerable means, my cousin is seeking investment opprotunities in this city. We feel that our money is best invested into the relatively open and free climate of lower Sanctuary.

Yet it is highly disturbing that the city is currently protected by a mercenary band of druegar. These monstrous dwarves are well known to be nearly as evil as any goblin or drow. While the city likely is aware of these issues, and we fully expect that all necessary procedures are in place to protect our investments there is another issue of concern.

The Tigereye charter allows the company obviously to enforce the laws. Yet there is a rank and file group of hired thugs called the Tigerfangs parading through lower Sanctuary in Tigereye colors. These thugs are not Tigereyes, do not represent the city, and are apparently unproven adherents hoping to join the Tigereye mercenaries.

This is not a teneable or safe environment. The existance of the Tigerfangs is not under the charter to our knowledge by which these mercenaries were hired. Yet our tax money is quite obviously being put to use by the Tigereyes to put unproven, green recruits out to test. We desire an investigation into the existance of the Tigereyes to determine if they are legal and in the best interest of the city.
