It's come up twice recently -

Criminals with Warrants out on them have been coming into Upper Sanctuary. They have very high stealth scores, obviously, but assume this means it's impossible for them to be spotted. I'm inclined to agree with this logic. I haven't really got a big problem with it - but feel they should at least try to alert DMs before wandering around where they're wanted.

So I'd appreciate a ruling. Is it fine for them to be in Upper without warning DMs, even if the NPC's wouldn't be able to spot them?

Would be helpful I suppose. We do watch that at times. I know a number of times I've possessed guards, just to see if they can spot them. I don't think it's a requirement at this time, but would be a nice courtesy.
