I went down into the sewers and was getting 0 XP for just about all rats (Total level 6 with ECL)
However, the level 3 with me was getting nearly just as little, with I think 1 per dire sewer rat, etc.
Maybe he could post here with the exact details. I think they were just lowered a bit too much again, but I imagine other people may have a better idea of how bad it is, or if anything's wrong at all.

Just to correlate.
This is all with a level 2 character by himself.
[21:55] Oroborous: If your XP system doesn't build on kills--then its wierd.
[21:55] Oroborous: I killed some Weak Sewer Rats and got 13% xp totals.
[21:55] Oroborous: After several rats, two of them gave me 2 xp each. The rest gave zero.
[22:03] *** Arkov|Food is now known as Arkov.
[22:08] Arkov: This was all at 13%?
[22:11] Oroborous: Yes. All of it was 13%.
[22:11] Oroborous: Seemed very odd to get nothing from 6 rats and 2 xp from 2.
[22:11] Arkov: Peculiar. I'll look into it.

Sewer rats aren't intended to give very much experience during combat-- this should be offset somewhat by the quest completion reward.
The varying amount of XP, though... that's just mysterious. I'm still investigating.

One thing to point out (that may help) is that during my sewer romp, the sewers were filled with people, payhaps 7 or more people down there. Could the script be taking into account of all the PCs and thus readjusting the 'Area' or 'Group' percentage?
