*letters sent to the Watch, and to Councilor Geigne*

Members of the Watch,

[the other letter says, "The honorable Jacog Geigne"]

I would like to report an incident that involves possible misconduct by one Mercenary Noreuyra.

A member of Clan Stoutheart, known in human terms as Magnus Thunderk, was physically assualted by citizens not legally lisenced to enforce the laws of Sanctuary at the explicit command of Mercenary Noreuyra.

At no time did this representative of the notorius Tigereye organization charge Master Thunderk with a crime, even a minor one.

After analyzing accounts from both Mercenary Noreuyra and Magnus, the former written and enclosed herein, the latter was verbal, it appears at no time did my kinsman resist an order or initiate any physical confrontation.

In fact, he was leaving the area when several citizens including one Bloodreaver Skret attacked him from behind in a most cowardly fashion without warning or cause.

Master Thunderk had entered that very party in good faith and with an implied verbal contract that the proceeds of all jobs performed would be shared evenly. The members of this group apparently withheld his pay and mocked him with racial slurs and extreme profanity when he demanded his fair share of the group's earnings.

When he drew his weapon in anger, the Mercenary chose to exert her authority and force Magnus leave, apparently so that she would be able to share his stolen share.

Yet according to Magnus, even that was not good enough. This Tigereye a "duly appointed representative of the Council", chose to have her cohorts brutally assault and likely attempt to murder this poor soul, likely to steal whatever effects he carried on his person.

We have seen Stouts sacrifice themselves for this city, without even an official acknowledgement from the Council or the Watch for their heroic deeds. Yet Stouts are insulted by, robbed from, and then attempts are made to murder them by visible members of an organization that is paid to enforce the laws of the Council.

Good Watchman and Councilmembers, if people like this are allowed to perpretrate such blatant abuse of their position and have the temerity to represent an organization that is supposed to enforce the laws of the Council, then I have to question whether the safety of the citizens is a priority or not.

Furthermore, if the representatives of human law are not themselves lawful and are abusing the citizens, particularly my kinsman, without an appropriate reaction when the leaders of that society are notified of these actions, dwarven law clearly states that such laws are null and void.

At this point, I will suggest to the Elders of our Council that Clan Stoutheart should renounce our citizenship and that we should be a fully autonomous society unto our own, not answerable to Sanctuary Law as a result.

A far more productive arrangement might in fact be for Clan Stoutheart itself to replace the Tigereye organization in the role of assisting the Watch in patrolling the vicinity of Lower Sanctuary. We are a group individuals that pride ourselves on our sense of honor and duty, law-abiding to a fault, , generaly good natured and helpful folk. We are also able to self-police our members to ensure that the numerous incidents such as this perpetuated by cruel and sometimes evil members of the Tigereyes will become a distant memory.

We would be happy to move our base of operation into the compound they currently inhabit, and I garuntee that the Watch would be much more satisfied with our efforts and cooperation than they are with the Tigereye organization.

Enclosed is the letter I sent to Mercenary Norueyra concerning her request that we reprimand our clansman after she ordered a band of thugs to brutally beat him and possibly even to kill him:

Mistress Nogueyra,

I have been interrogating Magnus Thunderk concerning the incident you contacted me about, and would like to know what section of Sanctuary Law you are claiming that my kinsman violated. At this time, it does not appear that he has commited any crime, minor or otherwise. According to your report, at no time did you charge him with a crime during this incident, nor did you clearly list one in your entreaty to me to "discipline him".

I also find it troubling that you are fully aware that you had the means to send me a letter concerning the reportedly improper behavior of my clansman, yet felt the need to attempt to beat him into submission because he had in your opinion, been disrespectful to you.

Referring to your original report:

Yestereve, he was involved in an event in which he barged into a religious ceremony - specifically, the raising of a fallen warrior - inside the temple of Ibrandul, and demanded coin from those gathered, which had supposedly been withheld from him, and was the payment for a previous job.

Those gathered were very aggravated by this death, and were more interested in seeing the person nursed back to full health than hearing words that bordered extortion. Most replies from their part were uncouth, true, but there were apologies made. Magnus appeared to believe somebody was stealing from him, and was quick to draw the aforementioned axe.

I asked that he lower it, as it is my job and duty both to see that Lower is kept safe. He spat unkind words upon this autority, granted by the Council, no less, and walked away after insulting me. I informed him that what he had committed could be construed as a minor crime, and kindly asked him to withdraw the comment. He refused, instead throwing yet more insults, so I asked those gathered to down him, so I could properly fine him for his insolence.

My initial analysis of this, before I present this to the Council of Elders in our Clan is as follows:

Magnus Thunderk journeyed with members of your band, and was not paid a fair share, or any share at all from a reward given for completing a job in which he assisted.

Upon confronting the members of this band concerning the share of gold that he had fairly earned, he was told to attempt to copulate with himself, which is impossible due to dwarven anatomy and the location of our reproductive organs and other orifices necessary to complete this suggestion. Apparently human male anatomy makes this possible, although I have not had the opportunity nor the desire to discover what those differences may be.

After these insults, which you have admitted yourself, from these individuals that you have yet to reveal or to forward me their accounts of the incident in question, they still refused to give Magnus the gold that he had earned upon entering an implied verbal agreement to complete the mission and to share the proceeds.

At this time, Magnus drew his weapon in anger, but did not attack anyone. You told him to lower it, which he apparently did as you made no mention of it in your account of the incident. He then returned the insults that he claimed you also engaged in, and left.

You then instructed a gang of citizens, not part of any organization that is legally able to enforce the laws of Sanctuary, to physically assault Magnus as he was leaving and had obeyed your order, albeit in a disrespectful way.

At no time did you fine him or charge him with any crime. At no time did he refuse to follow your orders. At no time did he initiate a physical altercation with anyone present.

Yet you saw the need to have others assault and batter this citizen from behind as he left the situation as you ordered. Magnus then realized that he was badly overpowered and outnumbered, did not attack these other citizens, and fearing for his life drank a potion that allowed him to escape the brutal beating that was being administered that very probably would lead to his death.

If this summary is incorrect in any way, I look forward to hearing your official response.

IT is most troubling that your style of enforcing the law involves physical abuse first, and diplomatic means such as your contacting Magnus Thunderk's kinsman in this letter as an afterthought.

I would be fascinated to know why you did not attempt to fine my kinsman, and then contact us if he refused due to having insufficient funds to cover the fine at that time, ironically because of the withholding of monies earned by your comrades. And instead of questioning these individuals concerning whether they had in fact cheated my kinsman, you chose to focus your authority on a dwarf who at worst from the information available to me at this time, commited a misdemeanor when he drew his weapon.

Jacob grins and gets a little chuckle reading his name as "The Honorable Jacob Geigne". He pens a reply after a good minute of laughing.

Faenor Rollo Stoneshield,

Thank you for bringing this to my attention. The Council and Watch are currently conducting an investigation on the Tigereye Mercenary Company to evaluate the organization's misconduct and corruption.

It was just yesterday that a trial for Mercenary Noguerya occured. The result is that she was fined heavily, given jail time and will have a nastygram sent to the Tigereye regarding her activities.

I will make your testimony public to the Council and we have a case we will seek to press charges.

The best thing you can do to seek justice is to write a letter to The Captain of the Tigereye encouraging him to fire Mercenary Noguerya for her reckless and unwarranted behavior.

Councilor Geigne,

Thank you for your prompt reply. However, I am bewildered at the content of your response. I did not want to see this lass merely fired, although she surely should be. If she just went on trial for similar actions, and this event is yet further evidence of her brutal tactics, she should once again be hauled before the courts of Sanctuary.

As well as Bloodreaver Skret and any other citizen that participated in the brutal attack on my kinsman.

If this woman has been convicted of numerous like crimes, and yet remains a member of this organization, how can you look your citizens in the face each day and tell them that you are, "Your councilor?"

The Tigereyes have clearly demonstrated that their members consist of thugs, extortionists, and bullies at best. They also have demonstrated that they are unable to or unwilling to control the actions of their members. The Duergar Namli Jenglikik was also a member of this organization, and participated in many assaults and even murders if the rumors are true.

I say again, if the Council allows the Tigereye Mercenary Company to represent them and are hired as a law enforcement agency for the town of Sanctuary, they have proven that their presence has been more of a negative one than a positive one. And there are no signs of change.

The fact that this woman is still a fully paid member of this organization without any known censure for her actions is an insult to every member of the law enforcement community of this town.

I say again, I suggest that the Stoutheart Clan is more than able to to take over the contract that the Tigereyes are currently making a mockery of at the moment. And to suggest that a Shield Dwarf write a letter to tell a Gray Dwarf how to do his job when the Council itself should have done so long ago is bewildering to me.

Sir, your job is clear. The Tigereyes have victimized your voters time and time again, and show no efforts to prevent this from happening in the future. There is open talk that they actively hinder the efforts of the Watch at every opportunity.

There are rumors that recent financial reports show that the Tigereye budget is being decreased due to their inefficeincy. What to they have to do to lose their contract with the Council and citizens of Sanctuary?

If the members of the law enforcement community of this town are able to break the laws they are paid to enforce, and in doing so terrorize the citizenry, then the Law of Sanctuary will be considered unjust by the Clan Stoutheart and we will have no choice but to renounce our citizenship of your community.
