When you ask the priest in the Shrine next to the Mausoleum to raise a player he takes the body , sets it down, and says “it is done”. he does not take the gold and he does not cast the spell.

This should be fixed. The NPC in the Shrine of Grumbar can now be properly hired to cast Raise Dead.
